As a former Bush Administration appointee, Mr. Villa was the Director of the General Services Administration's Office of Business and Industry Relations. This appointment and other relationships developed during his 30 years in Washington, D.C. led directly to his current status as a leading expert in the U.S. Small Business Administration's 8(a) certification process.

Since 1990, using his own streamlined, computerized methods, he has helped more than 300 local and out of state clients through the bureaucratic maze of obtaining 8(a) certification.
