This process looks at the whole organization, providing strategic direction and ways to improve financial performance. The process produces a prioritized budget and provides information that the entire organization can use. For example, utilities can determine the impact of project selection on customer rates. This method integrates technical, strategic, and policy value judgements to identify preferred alternatives and explain the decision-making rationale. Process elements of the program include performance measures, procedures, sensitivity analysis, return on investment, scheduling linkages and impacts, allocation of resources, communication plan, and rate impact.
