Public Works And Government Services Canada Awards New Integrated Relocation Program Contract

Gatineau, QC -(Marketwire) - Public Works and Government Services Canada today announced that a new contract was awarded to ensure the continued delivery of the Integrated Relocation Program.

After an open, fair and transparent process Brookfield Global Relocation Services, formerly known as Royal LePage Relocation Services, was awarded the 5-year contract valued at $148,371,300. It will ensure reliable service to federal public servants, members of the Royal Canadian Mounted Police (RCMP) and members of the Canadian Forces (CF), as well as deliver significant savings for Canadian taxpayers.

The government's objective is always to procure goods and services in a way that enhances access and competition, treats industry fairly, and achieves the best value for Canadians. This contract delivers a critical service while providing overall program savings of up to 15 percent over previous contracts.

On an annual basis, the Integrated Relocation Program provides approximately 15,000 military personnel (25 percent of CF members), 2,100 RCMP and 1,400 federal public servants with critical relocation services. This includes the overall administration and delivery of relocation services such as relocation planning, marketing assistance and destination services, but does not include the physical movement of household furnishings.

This contract satisfies the Government of Canada's commitments to the Standing Committee on Public Accounts and addresses the recommendations of the Auditor General for Canada.

BACKGROUND

Integrated Relocation Program

The Integrated Relocation Program provides employees of federal government departments, members of the Royal Canadian Mounted Police and members of the Canadian Forces with relocation assistance when they are required to move to new locations.

Relocation support services are necessary for some 18,500 public servants who move each year. The smooth and trouble-free relocation of these employees (military, RCMP, and other public servants) is critical to the operations of these organizations.

On August 8, 2008, PWGSC posted a Request for Information on MERX to seek input from relocation service providers on best practices for the IRP. Significant industry feedback was received.

On April 29, 2009, PWGSC posted a Request for Proposal (RFP) on MERX to seek competitive bids for relocation services on an "as-and-when-requested" basis. The RFP closed on June 22, 2009.

The contract provides for a transition period from the two current contracts to the new contract, commencing upon contract award until expiry of the current contracts on November 30, 2009. The contract also provides for a further three-month ramp-up service period.

The period of performance under the new contract will be for five years plus an irrevocable option on the part of Canada to extend the contract by up to two one-year periods following the commencement of relocation services under the new contract, on December 1, 2009.
